Modveon and Coinbase bring instant, low-cost remittances to Sivar, El Salvador’s new trusted community and payments app

By Coinbase

TL;DR: Modveon is using Coinbase’s payments infrastructure to bring fast, low-cost money movement to Sivar, El Salvador’s new trusted community and payments platform. Eligible U.S. users can send money to verified recipients in El Salvador for a flat $2 fee per transfer.

Salvadorans abroad sent roughly $9 billion home in 2025, with about 92% coming from the United States. An estimated 1.6 million Salvadorans rely on those remittances. For decades, sending or receiving remittances has involved high fees and long wait times, making the process costly and time-consuming.

Sivar is Modveon’s first national deployment of its proprietary Verified Operating System, bringing verified identity, communities, institutional services and payments into one trusted app, with Coinbase infrastructure powering the core money movement experience.

Sivar: A remittance app powered by Coinbase’s payments infrastructure

Sivar's remittance experience runs on Coinbase's payments infrastructure end to end. Here’s how it works:

  • Eligible users can fund transfers directly from a debit card through Coinbase Onramp

  • Each user is provisioned a non-custodial user wallet within the Sivar app

  • Peer-to-peer transfers between verified users are powered by Coinbase APIs

  • Transactions are settled in stablecoins on Base, enabling value to move quickly and at low cost

Once a transfer is complete, recipients can cash out through a network of more than 1,000 locations in El Salvador. Remittances through the Sivar app cost $2, regardless of the transfer amount, making Sivar one of the lowest-cost options in the U.S.-El Salvador corridor. Crypto is abstracted throughout the experience, giving users unfamiliar with crypto payments a simple way to send and receive money.

“The internet scaled faster than trust. El Salvador chose to address this directly. With Sivar, we’re building a digital future around trusted identity, community and money movement. Money is part of how people stay connected, especially across borders. That starts with something practical: letting U.S. residents send money to El Salvador for a flat two dollars, no matter how much they send. More than 25,000 Salvadorans helped shape Sivar before launch, and this is only day one. Our ambition is for Sivar to become an everyday digital platform for El Salvador.”

Moving an entire country’s remittances onchain

Serving millions of people across the U.S.-El Salvador remittance corridor requires infrastructure that can move real volume every day, quickly, reliably and at low cost. Coinbase provides core payments infrastructure for Sivar, including user wallets, U.S. onramp capabilities, payment and transfer APIs, and stablecoin settlement on Base, all built on a decade-plus foundation of security and compliance. With Sivar, that infrastructure stack goes into production at country scale.

"Salvadorans send billions of dollars home every year, and too much of it disappears into fees. Bringing that cost down to a flat fee and settling transfers in seconds is exactly what modern payment rails are supposed to do. The economics work because the money moves entirely in digital dollars, and that’s how every cross-border payment should work."

Faryar Shirzad Chief Policy Officer, Coinbase

More than 25,000 Salvadorans have signed up for Sivar ahead of its launch.
